Are Utilities included in rent? (user reports): Electricity
you have to pay excess electricity which has skyrocketed over the past 6 months even though you get a utility allowance. but they are supposed to be included in rent. anything over a certain wattage you have to pay it. they have a really bad habit of chargeing you for excess electricity without telling you the wattage or the amount of excess you went over.
