      User Response: the waiting list is always open people are always moving in and out. there are always vacant apartments. if you have income, I think it gives you priority over people who don't have income but are at the top of the list.

      User Response: you have to pay excess electricity which has skyrocketed over the past 6 months even though you get a utility allowance. but they are supposed to be included in rent. anything over a certain wattage you have to pay it. they have a really bad habit of chargeing you for excess electricity without telling you the wattage or the amount of excess you went over.
